About JCMC

The Joint Coordination and Monitoring Center (JCMC) of the Iraqi Government is a government institution dedicated to coordination within the organs of the Iraqi government, and between the Government and the international community on issues related to crisis management coordination.

The Center has played a prominent role in coordinating crisis management efforts with regard to internally displaced persons. The Center is also active in broader crisis preparation processes as well as in the efforts of response and recovery.

The core network for crisis response coordination consists of the Joint Coordination and Monitoring Center as a center of all competent authorities and coordination officials in key ministries and governorates.

The Joint Coordination and Monitoring Center was formally established on 17 December 2014, based on a concept paper prepared by the United Nations Assistance Mission for Iraq (UNAMI) and approved by the Government of Iraq.

Functions of JCMC
  • Strategic planning and policy framework development, including the development of crisis preparedness plans, emergency response plans, and pre-crisis preparedness plans.
  • Collect, manage and analyze information on humanitarian situations.
  • Monitor and document the movement of displacement on a daily basis.
  • Issuing analytical reports.
  • Take proactive and emergency measures to address any crisis.
  • Identify the most vulnerable groups affected by crises and disasters and identify needs and priorities by sector.
  • Conduct periodic and emergency meetings to follow up the humanitarian situation and identify priorities.
  • Direct coordination with the Joint Crisis Coordination Center in the Kurdistan Region.
  • Issuing administrative and quality maps that include the movement and return  of displacement and to mark the liberated areas and others according to spatial images.
  • Providing facilities for the issuance of emergency and multiple visas for the international relief teams and the international organizations.
  • Providing facilities related to the movement of humanitarian aid of the  international organizations, agencies, civil society organizations and all governmental institutions.
  • Providing facilities related to the entry of aircraft of relief aid and international humanitarian to Iraqi airspace and to ensure landing at international airports in Iraq and facilitate other procedures related to this assistance.
  • Crisis preparedness (including ongoing contingency planning).
  • Responding to crises.
  • Recovery from crises (including stabilization).
  • Develop and activate a humanitarian coordination mechanism capable of facilitating work between the Iraqi government, UN agencies and international organizations.
  • Continued coordination with relevant government authorities and local organizations as well as coordination with the United Nations through its representatives at the Center to follow up and facilitate the delivery of aid.
  • Strategic planning and policy framework development, including the development of crisis preparedness plans, emergency response plans, and pre-crisis preparedness plans.
  • Collecting, managing and analyzing information related to humanitarian conditions, monitoring and documenting the daily movement of displacement, issuing analytical reports, issuing administrative and quality maps according to spatial images of all sizes.
  • Taking proactive and emergency measures to address any crisis, identifying the most vulnerable groups and those mostly affected by crises and disasters.
  • Civil-military coordination.
  • Conduct periodic and emergency meetings to follow up the humanitarian situation and identify priorities.
  • Develop and activate a humanitarian coordination mechanism capable of facilitating work between the Iraqi government, UN agencies and international organizations.
  • Continuous coordination with relevant government agencies and local organizations.

Civil-Military Coordination

The Joint Coordination and Monitoring Center  (JCMC) is the institution mandated by the Government of Iraq to coordinate response to crises. Given the dimension of crisis and ongoing military operations, the humanitarian and crisis responses in Iraq require a delicate level of coordination between civil and military operations so that assistance can be safely delivered and the risks that threaten the population are managed effectively.

The mandate given to the Center as the Iraqi government institution for coordination of crisis management and humanitarian response also makes it responsible for civil-military coordination. The aim of such coordination is to systematically promote dialogue and cooperation between civil and military actors in emergencies to protect the right of the civilian population to receive humanitarian assistance and protection in a timely manner.

Objectives

The overall objective of the Joint Coordination and Monitoring Center, as a civil protection agency, is to ensure an effective and timely response to any threat facing the people of Iraq through humanitarian responses and crisis responses, characterized by tight planning and coordination. Thus, the civilian-military coordination of the Center aims at systematically facilitating dialogue and cooperation between civil and military actors in urgent humanitarian situations in order to protect the civilian population and ensure timely access to humanitarian assistance and relief, according to the following basic responsibilities:

Responsibilities
  • Study of the relevant recommendations of humanitarian operations in volatile security environments in terms of strategy and policies and to contribute to those recommendations.
  • Anticipating, monitoring and identifying solutions continuously for preventing and managing difficulties in humanitarian operations in volatile security environments.
  • Participate actively in the development of emergency preparedness and crisis response plans.
  • Drawing up and regularly updating a joint civilian-military operational picture.
  • Facilitate effective civilian-military coordination for effective and safe humanitarian operations in volatile security environments through close collaboration with provincial operations teams and all competent authorities.
  • Attribution of operational coordination (field) through management, analysis and distribution of information in an effective and inclusive way.
Basic Functions

The four basic functions of civil-military coordination

  • Function 1: Production of information products for civilian-military coordination at a regular and on-demand basis.
  • Function 2: Participate in contingency planning, crisis planning and response planning.
  • Function 3: Facilitate regular civil-military coordination meetings.
  • Function 4: act as coordination/ contact points for the civil-military coordination of the Government of Iraq.
