Joint Coordination and Monitoring Center (JCMC)

The Joint Coordination and Monitoring Center (JCMC) of the Iraqi Government is a government institution dedicated to coordination within the organs of the Iraqi government, and between the Government and the international community on issues related to crisis management coordination.

The Center has played a prominent role in coordinating crisis management efforts with regard to internally displaced persons. The Center is also active in broader crisis preparation processes as well as in the efforts of response and recovery.

The core network for crisis response coordination consists of the Joint Coordination and Monitoring Center as a center of all competent authorities and coordination officials in key ministries and governorates.

Objectives

The overall objective of the Joint Coordination and Monitoring Center, as a civil protection agency, is to ensure an effective and timely response to any threat facing the people of Iraq through humanitarian responses and crisis responses, characterized by tight planning and coordination. Thus, the civilian-military coordination of the Center aims at systematically facilitating dialogue and cooperation between civil and military actors in urgent humanitarian situations in order to protect the civilian population and ensure timely access to humanitarian assistance and relief

Iraq is exposed to crises and disasters of various kinds, whether natural or man-made increasingly and repeatedly.

These crises and disasters have negative impacts on society and development plans, as well as social, environmental and economic risks that may be difficult to address.

On 1 August 2014, the directors of the Inter-Agency Standing Committee (IASC) announced Iraq as a Third- Level emergency to demonstrate the severity of the humanitarian crisis caused by the situation in the country.

Therefore, it is necessary to adopt a high-level mechanism to reduce the risks of these crises and disasters to protect the society and maintain the infrastructure of the country and reduce human and material losses, which negatively affect the welfare of society.

These include the creation of the Joint Coordination and Monitoring Center (JCMC) of the Government of Iraq, a government institution dedicated to coordination within the organs of the Iraqi Government, and between the Government and the international community on issues related to coordination of crisis management.
